AI Chatbots Provide ‘Unreliable and Biased’ Voting Advice, States Dutch Watchdog

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has reported, raising alarms about a potential threat to democracy just eight days before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants evaluated by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a report published ahead of the late October vote.

In more than half of the cases, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the voter’s query exactly matches the positions of these political entities, the report indicated.

Authority Figure Cautions Against Using AI Chatbots for Election Advice

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a party that did not necessarily align with their political views, she added.

“This directly impacts a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Election Context and Political Landscape

The Dutch head to the polls on 29 October in an election that will be keenly observed across the continent for the performance of the Freedom party.

The far-right party of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have ruled out an alliance with the Freedom party, meaning the party that comes second is highly probable to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The authority emphasised that the bots were not deliberately biased, and that their “identified shortcomings” are a result of the way AI chatbots operate.
